Florry Glasser was born in 1931 in Baltimore, Maryland. She earned a history degree from Goucher College and moved to Chapel Hill, North Carolina in 1957 with her husband. Glasser has been involved in several policy-focused organizations, such as the League of Women Voters, American Civil Liberties Union, Common Cause, and the North Carolina Women’s Forum, the latter of which she was a founding member. She was also involved in the civil rights movement and supported Howard Lee’s mayoral campaign in Chapel Hill. She worked at the Learning Institute of North Carolina to recommend childcare policy. Glasser joined Governor Hunt’s Office of Policy and Planning in 1977 and continued to focus on family policy and childcare. Working for the policy office limited her ability to directly lobby for the ERA in the General Assembly, but she employed evidence-based advocacy for issues relating to the amendment. After she left state government, she worked for NC Equity, a nonprofit advocacy group for women. While with NC Equity, Glasser helped write personnel policies that would benefit working women for both private sector companies and the government.
